Shanghai Dog Ownership Regulations:管理条例概览
Under the "Shanghai Dog Management Regulations," the city has established a comprehensive set of guidelines for dog owners, ensuring a detailed framework for responsible pet ownership. For instance, the regulations explicitly state, "No abandonment of dogs is permitted." Should individuals violate these rules, the Public Security Bureau has the authority to impose fines ranging from 500 to 2,000 yuan on the dogs involved, and the violators will be ineligible to apply for a dog registration certificate for five years. Since the new regulations were implemented, Shanghai has experienced a surge in dog registration and vaccination. Currently, the city's veterinary authorities have designated only three rabies vaccination sites. However, the authorization to issue permits is being delegated to police stations, which will enable over 300 locations across the city to process applications.

Shanghai, known for its relatively openminded approach to urban living, restricts the breeding of only about 20 breeds. The city has also lifted the height restriction for large dogs, no longer prohibiting the keeping of dogs taller than 35 centimeters. However, when these large dogs are out for walks, they must wear masks, and it is mandatory to keep them on a leash at all times.
